PREAMBLE
The Kenya Government development agenda is guided by Vision 2030. Two important goals of the government, which is informed by this Vision, is the transformation of education & training sector to build a strong human resource base; and development of an efficient security sector. To achieve this, the Government recognizes the roles of strong national institutions such as the Police services and the Universities.
The Administration Police is a service under the National Police Service mandated to provide safety and security and is thus required to develop high skills and knowledge levels in operations management and leadership. Drawing from the Report of National Taskforce on Police Reforms, 2009, the Police Services in Kenya needs to urgently address the level of their capacity and preparedness to respond to crime and emerging security issues. Among areas identified as requiring attention include in-service courses, curriculum review of existing courses, development of new courses as well as affiliation with local universities or other international high calibre centres of police excellence, training on human rights and community policing. Such collaboration should also include research.
