Operation
and Deployment
The Administration
Police is under the leadership of the Administration Police Commandant
who is responsible for its command and control, management and general
direction as per the Administration Police Act which also provides
for the appointment and deployment of Administration Police throughout
Kenya.
The Administration
Police has three major Units and eight Provincial Commands. District
Commands fall within respective Provinces. The Administration Police
has a presence in all the eight provinces with each headed by a
Provincial Administration Police Commander (PAPC).
The Administration
Police Commandant may from time to time issue general instructions
and information through Standing Orders or other means and may in
case of war or emergency make specific directions.
The District
Commands operate within their jurisdictions without directions from
above save for issues of complaints, inter-District operations and
logistical support beyond local capacity.
Administration
Police Training College (APTC), Security
of Government Buildings Unit (SGB) and Rapid
Deployment Unit (RDU) are formations which fall more directly
under the direction of the Administration Police Commandant through
their respective Commanders for operational, tactical and logistical
support to the Provinces, and in performance also of their own main
core duties.
The AP band
is a sub-unit, which supplements the AP Community Policing outreach
programme, in addition to other national duties. Band members are
however, not exempted from other Policing duties.
For the purposes
of efficient and effective delivery of services, the Administration
Police has several departments, which are partly staffed by civilian
personnel.
Encouraging
the deployment of civilian staff alongside uniformed personnel contributes
to reducing cost and enables redeployment of uniformed staff to
operational duties.
These services
include:
- ICT
- Personnel
- Procurement
- Salaries
- Medical
- Catering
- Accounts
