MANDATE,
VISION, MISSION AND CORE VALUES OF THE ADMINISTRATION POLICE

Mandate
of the Administration Police
The Administration
Police derives its mandate predominantly from Cap 85, 128, 63, and
75 of the Laws of Kenya and other related Laws of Kenya, which spell
out the following:
- Assisting
all Government officers in exercise of their lawful duties.
- Executing
all orders and warrants lawfully issued by competent authority.
- Preservation
of the public peace.
- Prevention
of commission of offences and apprehension of offenders
- Acting
as messengers in any matter connected with the Administration
or public service, enforcement of executive/ administrative decisions.
- Defence
of Kenya in event of war or emergency.
The CPC Chapter
75 Laws of Kenya states in section 2 that "Police Officer"
means a Police officer or an Administration Police officer.
The PC Chapter
63 Laws of Kenya states that 'Police Force' includes the force defined
in section 2 of the Police Act, and the Administration Police Force
established under the Administration Police Act; and "Police
Officer' shall be construed accordingly.
The Chiefs
Act Chapter 128 Laws of Kenya further specifies the enforcement
role of the Administration of whom the Administration Police are
also agents as specified in Chapter 85 Laws of Kenya.
In redefining
the role of the Administration Police it will be necessary to have
a clear mandate in Community Police practice that will enable the
Administration Police to work with the public as community safety
providers.
This will
be realised through the above mandates that present the strategic
direction and core functions for Administration Police as stated
below.
Strategic
direction
1. Lead on
Community Based Policing in Kenya
2. Work together
with the Government agents in enforcing community safety related
laws and
enhancing development as a consequence
3. Enhance
community safety through peace building and conflict prevention
initiatives.
4. Become
an effective player in the provision of border security for the
defence of Kenyan territory.
5. Work at
the grass root level in the protection of life, property and prevention
of commission of offences.
Core
Functions
1. Community
Based Policing (CBP) focusing on:
i) Partnership
working
ii) Community safety
iii) Crime Prevention
iv) Peace-building and Conflict management
2. Border
Security with emphasis on:
i) Anti-terrorism
measures
ii) Arms control
iii) Cross-border crime
3. Emergency
Response that embrace:
i) Protection of life and property
ii) Support to other emergency services/ agencies
iii) 24-hour response to designated incidents.
4. Protective
Security with a focus on:
i) VIP Protection
ii) Safeguarding strategic installations.
5. Enforcement
assistance to Government departments:
i) Assisting officers with legal mandates
ii) Agency status to all departments.
Core
Values
The realisation
of both the vision and mission of the Administration Police is based
on the values derived from the Constitution of Kenya, Legislation,
international policing standards and the needs identified by the
public. They are:

Our
Commitment
Having identified
the AP mandate, vision, mission, motto and core values, the AP must
be seen to do this with integrity,
common sense
and sound judgement, acting without fear, favour or prejudice for
the rights of others. There is need to be professional, calm and
restrained in the face of violence and apply only that force which
is necessary to accomplish Administration Police's lawful duty.
Service
delivery orientation
The Administration
Police believes that contribution to community safety will only
be effective with involvement of other stakeholders. In this respect
the Administration Police is committed to working in collaboration
with the Kenya Police and other actors in combating crime.
Professionalism
will remain a key guiding principle to the Administration Police
service
delivery orientation. To achieve this, the Service will focus on:
i. A strong and common identity on Community Based Policing.
ii. An Administration
structure, culture and procedures that lay emphasis at the local
level.
iii. Decentralisation
of tasks and responsibilities.
